Traits

Legendary Resistance (3/Day).

Mountain Shadow. In mountainous terrain (rock, cliff, fog, peak), the Peak Tyrant can use the Hide action with only light cover available (a rock outcrop, a curtain of fog, a cloud). Its size does not prevent this.

Silent Wings. The Peak Tyrant makes no sound while flying; flying doesn't break a Stealth check.

Ambush Predator. The first attack the Peak Tyrant makes while hidden deals an extra 33 (6d10) damage (same type as the triggering attack). This is unlimited per combat — it triggers again each time it hides anew.

Thin Air. Enemies within 60 feet have Disadvantage on Constitution saving throws (pressure drop, oxygen loss).

Actions

Multiattack. Makes one Bite and two Talon attacks. It can replace this with one Stoop.

Bite. Melee Attack Roll: +12, reach 15 ft. Hit: 21 (3d10 + 5) Piercing damage plus 11 (2d10) Cold damage.

Talon. Melee Attack Roll: +12, reach 10 ft. Hit: 18 (3d8 + 5) Slashing damage, and the target has the Grappled condition (escape DC 20; the Peak Tyrant can hold two targets at once).

Stoop. The Peak Tyrant moves 120 feet (flying; doesn't provoke Opportunity Attacks) and dives at a single target at the end of its movement. Melee Attack Roll: +12, reach 15 ft. Hit: 44 (6d12 + 5) Bludgeoning damage, and the target makes a DC 20 Strength save. Failure: The Peak Tyrant grapples the target (Grappled) and on its next turn can carry it up to 500 feet upward.

Killing Wind (Recharge 5–6). Constitution Saving Throw: DC 17, every creature in a 60-foot Cone. (Reminder: because of Thin Air, this save is made with Disadvantage.)

  • Failure: 54 (12d8) Cold damage, and the target's Speed is halved and it is thrown back 10 feet. If the target is near an edge, it falls.
  • Success: Half damage.

Bonus Actions

Vanish (Recharge 4–6). The Peak Tyrant takes the Hide action and flies 60 feet. This movement doesn't provoke Opportunity Attacks. If it successfully hides, its next attack gains the Ambush Predator bonus.

Reactions

Wingbeat. When an enemy hits the Peak Tyrant with a melee attack: the attacker makes a DC 20 Strength save. Failure: Thrown back 20 feet and Prone. The Peak Tyrant then flies 40 feet (doesn't provoke Opportunity Attacks).

Legendary Actions (3/Round)

Talon. Makes one Talon attack.

Drop (Costs 1). Releases a Grappled target. The target takes fall damage (1d6 per 10 feet of height, max. 20d6).

Cloud Veil (Costs 2). A 30-foot-radius fog cloud appears around the Peak Tyrant (Heavily Obscured, 1 minute). The Peak Tyrant ignores this cloud (Blindsight). If it can use Vanish as a Bonus Action, it does so immediately.


CR Rationale: Defensive — AC 19 / HP 232, right above the CR 16 target; Legendary Resistance and Wingbeat raise its effective HP, but its two damage resistances (Cold, Lightning) are narrow in scope. Offensive — a normal turn deals 21 + 11 + 2×18 = 68 damage; with Ambush Predator, the opening turn deals 68 + 33 = 101 damage. The CR 16 damage band is ~90/turn, so it sits below average but above its burst — exactly the Lurker profile. Killing Wind (54, with a Disadvantage-affected save) isn't a one-shot party wipe but it does break positioning. Save DC 17–20 matches the CR 16 norm.

How to Use

The mountain itself. A Tier 4 mountain boss — and something different from the SRD's classic dragons: this is a dragon that hides.

The fight unfolds like this: the party advances along a ridge. They see nothing. Then a 101-damage Stoop drops from the sky, grapples the Fighter, and carries them 300 feet up. It releases them with Drop. As the party stands frozen, the Peak Tyrant melts into the clouds (Cloud VeilVanish) and the cycle begins again.

This isn't an HP-bar fight, it's a positional war. If the party can't keep the Peak Tyrant grounded, they eat a fresh ambush every turn.

Arena suggestion: a narrow ridge, a cliff edge, a foggy summit. Falling distance is part of the fight.

Key: Make it visible and bring it down. Both are required, and both are possible.

  1. Make it visible. Not Faerie Fire, not See Invisibility, but True Seeing; not Hunter's Mark, but Hunter's Sense — the real solution: anything that clears the wind and fog. Gust of Wind, Control Weather, Wind Wall, or any AoE that disperses Cloud Veil. Without fog the Peak Tyrant can't hide (Mountain Shadow requires cover); Vanish becomes wasted, and Ambush Predator's 33 damage never triggers. Its damage instantly drops from 101 to 68.
  2. Bring it down. Anything that cancels flight (Earthbind, Web, a grapple, weighing it down) kills Stoop. Stoop requires 120 feet of movement — impossible on the ground with a 40-foot speed.

In short: take its fog, break its wings. A party that does both wins this fight. A party that does neither dies never even seeing the dragon.
